The news from Greece was reported throughout Western Europe, usually two months late. There was no means of following events in detail and reports had often to be revised later. The reaction of the public in the different countries of Europe is difficult to judge. The means by which opinion could be expressed were few. Newspapers had small circulations and were often subject to censorship. Parliaments where they existed were not representative. In all countries only a small proportion of the population...
