: Les sources antiques permettent d'appréhender essentiellement les administrateurs issus des deux ordres supérieurs de la société romaine, les sénateurs et les chevaliers, car c'est à leur propos que l'on dispose des renseignements les plus fournis (inscriptions retraçant leur cursus, textes littéraires ou techniques produits par eux-mêmes). Si certaines des fonctions exercées peuvent être considérées comme relativement spécialisées, celle de gouverneur de province témoigne d'une grande polyvalence : il doit rendre la justice, diriger les troupes éventuellement stationnées dans la province, gérer les relations avec les diverses cités. Après avoir cerné les compétences requises pour ce type de fonction, en particulier la connaissance du droit et celle du grec dans la partie orientale de l'empire, l'article examine le type de formation dont ils ont bénéficié avant d'exercer un gouvernement : formation intellectuelle, bien sûr, en particulier l'art oratoire et le droit, mais aussi formation pratique antérieure, par des fonctions préliminaires dans certaines provinces, en particulier en tant que légat.
