In diesem Beitrag soil die allgemein anerkannte Vorstellung diskutiert werden, nach der eine proportional umgekehrte Beziehung zwischen dem Grad der Aufgabenvorschriften und den Fähigkeiten besteht. Zur Klärung dieser Frage stützen sich die Autoren insbesondere auf ein Beispiel einer Gefahrensituation im Bereich Schienenverkehr. Zwei Hauptaspekte werden dabei entwickelt, um zu zeigen, welche Bedeutung dem Einsatz der Kompetenzen in einer Situation zukommt, in der die strikte Anwendung von Verhaltensmassnahmen zwingend ist. Zum einen darf die Anwendung von Verhaltensmassnahmen nicht als einfache, vorgefertigte Anwort auf einen eindeutigen Stimulus verstanden werden : sie impliziert immer eine Wahlmöglichkeit, welche ihrerseits eine Erkennung der Situation voraussetzt, die nur über den Weg der Konzeptualizierung dieser Situation erfolgen kann. Das heisst, allgemeiner gesagt, dass die Anwendung von Verhaltensmassnahmen eine vollwertige Tätigkeit darstellt, die nicht auf den ausfuhrenden Aspekt allein reduziert werden darf. Zum anderen muss die Anwendung von Verhaltensmassnahmen eine Notwendigkeit für das Individuum darstellen, die kein reines passives, blindes Befolgen von Vorschriften ist, sondern auf der Bewusstmachung der Notwendigkeit basiert. Diese Bewusstmachung beruht ihrerseits auf dem Verständnis der Beziehung zwischen einer Gefahr und der entsprechenden Verhaltensmassnahme. All dies impliziert eine Konzeptualisierung des betroffenen Tätigkeitsbereichs, im vorliegenden Fall, des Bereichs Schienenverkehr.

The authors discuss the commonly held idea that the extent to which fixed procedures have to be carried out in performing a task is inversely proportional to the skills it requires. In order to address this question, they take the example of a «high risk» situation in the field of rail transport. Two main points are examined which show how important skills can be in a situation where it is also imperative that specific procedures should be strictly applied. On the one hand, applying procedural rules does not mean simply producing a pre- learned response to an unequivocal stimulus : there is always a choice to be made, which involves identifying the situation, and this cannot be done without conceptualizing the situation. Generally speaking, this means that applying methodological procedures is a full-scale activity, which cannot be reduced to its execution aspects alone. On the other hand, to be able to apply procedures correctly, individuals must be aware that these procedures are necessary and be able to imagine why this is so rather than just blindly and passively obeying the instructions they have received. Re-inventing necessity in this way involves understanding the relationship between a risk and the procedure designed to respond to this risk. This again means conceptualizing the field of activity involved, which in the present case is that of rail transport.
Cet article discute l'idée communément admise selon laquelle il y aurait une relation inversement proportionnelle entre degré de prescription des tâches et compétence. Pour traiter cette question on s'appuie principalement sur l'exemple d'une situation « à risques » dans le domaine du transport ferroviaire. Deux points principaux sont développés pour souligner l'importance de l'intervention de compétences dans cette situation où la stricte application de procédures est imperative. D'une part, l'application de procédures ne peut pas s'entendre comme simple réponse préconstruite à un stimulus univoque : elle comporte toujours un choix qui lui-même implique une identification de la situation qui ne peut être fondée que sur une conceptualisation de celle-ci. Plus largement, ceci signifie que l'application de procédures constitue une activité à part entière qui ne peut pas être réduite à ses aspects d'exécution. D'autre part, l'application de procédures doit avoir un caractère de nécessité pour l'individu, qui ne se réduit pas à une obéissance passive et aveugle mais qui se fonde sur une véritable (ré)invention de la nécessité. Cette réinvention de la nécessité est elle-même fondée sur une compréhension de la relation entre le risque et la procédure qui y répond. Tout ceci renvoie encore à la conceptualisation du domaine d'activité concerné, en l'occurrence ici le domaine de la circulation ferroviaire.
