Dans les sociétés de service et d'ingénierie informatique (SSII), les jeunes diplômés font leurs armes avant de se diriger, pour la majorité d'entre eux, vers les « entreprises utilisatrices ». En multipliant les missions et les emplois dans les services informatiques, ils acquièrent sur le tas des compétences qu'ils savent largement transférables. Mais la reconnaissance et la valorisation de celles-ci dépendent de leurs capacités à « se vendre » et à risquer la mobilité. Ces caractéristiques, combinées à l'absence de régulation formelle du marché du travail, conduisent à qualifier ce système de mobilité de « marché de compétences » plutôt que de « marché professionnel ».
