Seit etwa vierzig Jahren ist in Frankreich - wie auch in den anderen europäischen Staaten - ein stetiger Anstieg allgemeiner sowie beruflicher Bildungsniveaus zu verzeichnen. Dabei handelt es sich nicht urn einen kontinuierlichen Prozess. Waren erst kürzlich die um 1970 geborenen Jahrgänge davon in massiver Weise betroffen, so kam dieser Anstieg bei den Ende der 70er Jahre Geborenen abrupt zum Stillstand. Diese Schwankungen sind nicht nur auf bildungspolitische Maßnahmen zurückzuführen, sie hängen auch vom Aufbau und der Organisation des Bildungsapparates, von den Beziehungen zwischen Ausbildung und Beschäftigung sowie von den individuellen (Aus)Bildungsstrategien Jugendlicher ab. Die derzeit feststellbare, scheinbar dauerhafte Stabilisierung kann die Einführung eines neuen Modells der Entwicklung der Fähigkeiten und Kompetenzen begünstigen. In diesem Modell käme lebenslangem Lernen im Berufsleben eine wichtige Rolle hinsichtlich der Erlangung von Befähigungsnachweisen und Diplome zu, die entweder die berufliche Erstausbildung ergänzen oder letztlich ersetzen.

In France, as in other European countries, the level of education and vocational training reached by the population has been showing an upward trend during the last forty years or so. This overall tendency has not been a continuous process, however. In France, the sharp increase observed among those born around 1970 suddenly came to a stop among those born in the late 70s. These fluctuations do not result from educational policies alone. The organisation of the educational system, the links between training and employment and young people's attitudes are also contributory factors. The present period of stabilisation, which seems likely a priori to continue for some time, may lead to the adoption of a skills development model in which life-long vocational training will become a complement to - or even a partial substitute for - initial vocational training, and will thus come to play a more important role than previously, since it may change the pattern of distribution of certification and diplomas.
La France, comme les autres pays européens, connaît depuis quarante ans une hausse du niveau d'éducation et de formation de sa population. Cette hausse n'est pourtant pas un processus continu. En France, elle s'est récemment et très fortement accélérée pour les générations nées autour de 1970, et s'est brutalement arrêtée pour les générations nées à la fin des années 1970. Ces fluctuations ne résultent pas uniquement des politiques éducatives. L'organisation de l'appareil éducatif, celle des liens entre formation et emploi, le comportement des jeunes, interviennent également. La stabilisation de la hausse, a priori durable, peut conduire à l'instauration d'un modèle de développement des compétences où la formation en cours de vie active jouerait un rôle plus actif, notamment dans la distribution de certifications et de diplômes.
