Si elle a été promotrice de réformes plus ou moins marquantes dans de nombreux et divers domaines, la loi du 21 février 2022 relative à la différenciation, la décentralisation, la déconcentration et la simplification de l’action publique locale s’est révélée d’un apport relativement mesuré s’agissant de la démocratie participative à l’échelle locale. Loin de bouleverser l’édifice institutionnel de la participation citoyenne, ce texte s’est simplement borné à en solidifier les fondements via le seul renforcement du droit de pétition, s’inscrivant ainsi dans le cadre d’une politique d’ajustement et non d’innovation.

Although it has promoted more or less significant reforms in many different areas, the law of 21 February 2022 on the differentiation, decentralization, deconcentration and simplification of local public action has made a relatively limited contribution to participatory democracy at the local level. Far from overturning the institutional structure of citizen participation, this text simply strengthened its foundations by reinforcing the right of petition, thus falling within the framework of a policy of adjustment rather than innovation.
