La fiscalité française du capital des ménages présente plusieurs caractéristiques. Tout d'abord, son niveau élevé : en 2016, elle représentait 6 % du PIB, plaçant la France en première position, à égalité avec le Royaume-Uni dans l'Union européenne où la moyenne s'élève à 3,8 % (3,5 % dans la zone euro). Ensuite cette fiscalité, considérée aussi bien isolément que par comparaison avec l'étranger, est marquée tant par son instabilité que sa complexité et la création de distorsions en faveur de certains produits ou intermédiaires, en particulier l'épargne non risquée, l'intermédiation par l'assurance-vie et l'épargne salariale. Sur la base de ce constat, l'article s'interroge dans un premier temps sur le caractère approprié de la fiscalité de l'épargne des ménages en France au regard de la théorie. Dans un deuxième temps, il en évalue l'impact sur les allocations d'actifs et le financement de l'économie. L'accent est mis sur l'épargne financière, particulièrement dans la deuxième partie.
