The introductory statements for this special report on “Covid-19 and compared public finance (France, Germany, Italy, Luxembourg, Spain, the United Kingdom and the United States)” revisit a few generalisations and present the collective work conducted by the public financial law division of Société de législation comparée (the French comparative legislation non-profit) in partnership with Société française de finances publiques (the French public finance non-profit). For each country in question, their work assessed the local, social and state-related aspects of public financial support and the fiscal expansion policy, changes in budgetary rules, and the legal methods for implementing the theory of exceptional circumstances. Two summaries – one for Europe and the other for the world – conclude this work.

Les propos introductifs de ce dossier spécial « Covid-19 et finances publiques comparées (Allemagne, Espagne, France, Italie, Luxembourg, RU et USA) » reviennent sur quelques généralités et présentent ce travail collectif de la Section de droit public financier de la Société de législation comparée en partenariat avec la Société française de finances publiques, qui vient étudier pour chaque État concerné, les volets locaux, sociaux et étatiques du soutien financier public, de la politique de relance budgétaire et l’évolution des règles budgétaires mais également les modalités juridiques de mise en œuvre de la théorie des circonstances exceptionnelles. Enfin, deux synthèses, l’une européenne et l’autre internationale, concluent ces travaux.
