L’accueil des enfants en situation de handicap ou atteints d’une maladie chronique est préconisé officiellement dans les institutions destinées aux enfants âgés de moins de 6 ans. En France, l’expression « action médico-sociale précoce » est utilisée. Or, d’un côté, la définition même du « handicap » pose problème et, d’un autre côté, les différents dispositifs d’accueil et d’aide sont hétérogènes et soumis à différents découpages d’âges, rendant ainsi difficile l’appréciation de l’adéquation ou non entre les besoins potentiels et les offres institutionnelles. En outre, les réalités restent bien en deçà des souhaits d’intégration. Il convenait donc de repérer les expériences innovantes et leurs conditions de réalisation. Une enquête de terrain, principalement en région parisienne, a permis de poser quelques préconisations pour améliorer les situations existantes.
