L’étude sur le temps long de la fabrique des programmes scolaires permet de mettre en évidence les choix éducatifs et politiques faits par la puissance publique. Elle montre que leur élaboration est surtout le fruit de négociations et d’un va-et-vient permanent entre de multiples acteurs, et remet en question la conception fréquemment admise d’une élaboration « par en haut » de textes qui seraient ensuite imposés aux enseignants. Trois périodes peuvent être distinguées. La première, qui va des années 1880 à la Seconde Guerre mondiale, est marquée par la volonté d’associer à l’élaboration des programmes scolaires une véritable représentation du personnel chargé de les appliquer, et repose notamment, à partir des années 1910, sur une coproduction entre inspections générales et associations de spécialistes. Après la Libération, ce modèle de coproduction est remis en cause, notamment avec la mise en place au tournant des années 1960-1970 de « grandes commissions » disciplinaires plus ouvertes. De 1974 à la fin des années 1980 se succèdent ensuite, au gré des changements ministériels, divers dispositifs aux configurations variées, dans un contexte de fixation d’objectifs généraux pour l’ensemble des disciplines.
